did you retry it several times? and exiting everything then trying it again. and restarting your computer? side note that thing never worked for me and its not what you think it is. i suggest you read the Getting Started.doc in documentation. i quote " Along with the Mod tools, we’ve released an executable that you can use to run Star Wars Battlefront 2 in a mode that will allow you access to the dev console (press ~ when in the game) which will help make debugging, and developing your mod easier."

There are several things that could be the issue. First of all you're trying to run ModTools directly from the folder it installed to (in any case it is a debugging program and it doesn't need to be the first thing you run anyway). It should be run from the same location as your BattlefrontII.exe.

Secondly you could be using the DVD version of the game, in which case you don't have any CD inserted. You would need the DVD version of the debug tool, which can be downloaded elsewhere.

And since you are trying to run the debug tool before anything else, I would imagine that you haven't read any of the documentation that came with the tools (you should). It would also be worth your while to skim through Gametoast's "Everything you need" thread, here: -= Gametoast.com =- • View topic - The FAQ / Everything You Need Thread Version 2.0

No excuses, you need to read the documentation. As I mentioned, several tutorials are available in the thread I mentioned above (which cover the documentation's content and more many times over), and programs that read .doc files are available for free on the Internet. If you think they are corrupted files and as a result can't be opened, you'll want to re-download the modtools.
