They changed the groundbases just before release, and that is why they are still in the gameobjectfiles.xml. They might exist on any planet that is controlled by that faction, though we cannot see them. If you notice without tag then the unit is not buildable. It is probably still used by the game engine in some aspect.

Yes, and I realized that when I saw this in groundbases

Rebel_Ground_Base_1 Hutts 1400 Hutt_Ground_Base_2

Rebel_Ground_Base_2 Hutts 3300 Hutt_Ground_Base_1 Hutt_Ground_Base_3

Rebel_Ground_Base_3 Hutts 5500 Hutt_Ground_Base_2 Hutt_Ground_Base_4

Rebel_Ground_Base_4 Hutts 8300 Hutt_Ground_Base_3 Hutt_Ground_Base_5

Rebel_Ground_Base_5 Hutts 12800 Hutt_Ground_Base_4

I mean, why would they put ground bases for the hutts if they weren't used by the game, and hutts were developed in the forces of corruption, in the empire at war they are minor, but in foc they have buildings and units so they obviously had to put their ground bases. When I realized that I knew this was probably the cause of the bug. But I can't imagine that no one else tried it, I read before that many good modders tried to fix this.
