How would I go about editing the number of hardpoints on a unit? Ex. Let's say a ship has 10 HP, how would I make it have 15?

Well first off, is it a unit already included in the game, or a user created one? If the first, you can't, unless a "re-rigged" model has been made. Some of them are The Additional Series models, Codeusers rerigged ISD, Lord X's Eclipse model, and many more (read: play Pheonix Rising). Anyway, the number of hardpoints a unit can have is determined by the number of "Bones" that its model contains, and the original models have all bones in use (each bone can belong to one hardpoint only). Please, could you tell us which units you have in mind?

Custom unit from Jesus7's SSD mod, in specific the Vengeance SSD.

Well, you can copy this data into the Hardpoints_SSD.xml for a few more hardpoints:

Right-click on the xml file, and select "Edit" if available, or "open with. . ." and select Notepad from the menu. The hardpoints above are coded in, but commented out and therefore are not used. Adding the above data to the xml file will put them in use again. As for a program, you can search online or here at Filefront for "SMG xml editor".

I meant a program that would allow me to add on bones to the model to allow more hardpoints.

That would be 3DS Max. You would need version 6, 7 or 8 though so you can use the alo plugin.

not 100% correct....

you need 6, 8, or 9. the plug-in for 6 & 8 does not export the shadow correctly in 7 for some reason,

and I know for a fact that theres a plug-in for 9 as thats what i use X
