What programs do I need to export models to .ALO format? And is there one, besides 3DS Max (which I can't afford), that can do this?

Gmax could do this (not tried). I'm using 3ds Max 8 not legal, but it works :D

Nope. You must have 3ds Max to export to ALO. Some people think they can export using Unwrap 3d, but I have no clue about this. It might be hard since you have to rig the models and apply shaders.

Unfortunately, Ultimate Unwrap only imports ALOs.

you could always just download a trial version and use it while you export the models you need before your trial runs out ?

You can do that for 30 days. That should be enough time to me.
