Well first off he's done a nice job by unlocking some of the old EAW scenarios for FOC. I'm particularly interested in Consortium War scenario. Excepting there is a discrepancy between the 3 sides. Consortium starts the scenario with level 3 tech and about 18,000 or so. Imp's start lvl 1 tech and 16,000 rebelleion i think is either lvl 1 or 2 and similar money. Which is sooo wrong considering consortium is overpowered enough as it is they don't need to start on lvl 3 from the get go. So i opened the XML file CAMPAIGNS_SINGLEPLAYER Went to the Consoritum War section and changed all the imperial rebel and consortium starting tech's to 1 and equal money except i made consortium 3k less than the others. Anywho re-lauching FOC to see my changes the rebellion started at tech lvl 2 instead of 1 like i specified in the file. Consortium doesn't say its tech but i think they stayed on lvl 3. Anywho point is the changes didn't really take or they half took the money side of things changed for 2 factions but not for others. What am i missing here? This is the only XML file that refers to Consortium War and i changed everything that needed to be changed..... There are 3 versions of each GC, one for the Corrupt side, one for the imps, and one for the rebels. You may have only been editing one.
That is what I was going to say, and are you sure you put the XML in the right folder?
Yeah i've mostly figured out my mistakes. There were 3 elements rebel, imp, consort.
And the XML is placed in Data/XML/whateverthefileis.xml Now i'm having issues with the Consortium and i must say i'm surprised Grenademan didn't pick this up. The Consortium starts with access to ALL tech's and they've already got lvl 3 space stations going on from the getgo. Withihn 5 minutes of play while i was playing around with Acclamators still and researching lvl 2 i got hit by those Frigate's that have no shields and fire the railgun thing (sorry i forgot the name) but the precursor to the Consortium battleships essentially within 5 minutes... Going to try fix but i don't know much about XML editing...
Oh and the scenario is Empire At War i forgot to add.
Yeah i looked around I fixed the original problems but i'm still stumped by the fact I set the consortium as Tech lvl 1 but they miraculously have access to all technologies from the beginning of the game..... So really not sure how to fix that because in every scenario i've ever played all the modders seem to forget to level the playing field to ensure all factions are alike in starting money and tech. In this case the rebs and imps start at the bottom and the consortium is 15 mins away max from full Keladabe battleships before i even hit ISD's. Can anybody help me with this? take a look at the XML file CAMPAIGNS_SINGLEPLAYER in the link outlined or offer advice?
Also as an aside i noticed people talking about where to find the XML files for the ships in FOC etc and ppl said just go to the XML folder. An unmodded FOC doesn't begin life with an XML folder and there are no XML files for ships....are there supposed to be or do i just have a weirdo install?
Well the Keldabe can be built at start, but to control what units they start with, there is a long list of that has what units appear on what planet.
Ok i've done something really major now for sure. I decided I'd uninstall EAW and FOC and do a fresh install of both to see if it changed things.... Much to my horror with a fresh install of EAW and FOC and no mods the small available scenarios in FOC (there are about 4-5 odd) they ALL have the consortium starting with all the available heroes and all the available units to build from the get go. I tested it on every scenario i sat there for a bit and just build my shipyard up to level 5 did nothing else and sure enough i could build every space unit available without having to *steal* them via blackmarket as is SUPPOSED to happen. So...any ideas what on earth is going on?

The Consortium does not have a tech level advancement, it gives all the Heros, units, and starships upfront if the appropriate building is available. The only tech upgrading is building different starbases levels unlocks more starships. Also you can purchase special abilities, and units(Indiginous Slaves, Acclamators, Marauders, Nebulon-B, A-Wings, Etc.), on the black market.
So...the consortium is *supposed* to start with access to all units with the only regulator being whether or not they've built the building? I thought they had to steal the plans on the blackmarket like "Steal plans for Keladabe BC" or something to that effect. So in short you're saying its normal that all my scenario's where i've picked the Consortium to see their original setup (and i tried all original scenario's) i start with all hero's from the start and i can build all units from the start? The only thing that needs to be stolen is special abilities?
And isn't that a bit of a rip off when it takes the Empire and Rebels a long time to get to their maximum ships and if i really wanted to i could be spamming them with Keladabe Battleships in about 20 minutes? Probably by that time facing off a few Victory's etc ie easy win.

No. But you don' have to advance tech levels like other factions, so you can get them from the start if you have the buildings

This is for the original FoC Campain, you have to steal it later in the game. It would seem it is a glitch or mistake made when editing the campains. In black market terms you need to steal the special abilities. When you get to a specific point in the game you get the ships.
