How would I do so? Like voices, I mean. What are some recomended methods, because I'm a decent voice actor, and I haven't contributed squat to the community other than advice and suggestions (and occasionally maps & xml).

In the past, I've found that the biggest hurdle with getting sound help is finding someone with good enough recording equipment. I'm no expert in that field, but I have used professional equipment before in college and there is a huge difference between that and something that's built into a monitor or whatever. So, for starters, I'd research a decent quality mic if you're serious about it.

Hmm... I do have a built in webcam with sound recording, anybody know how to utilize it on a Windows Vista?

Since it'll be crappy, I'll probably make the voices for fighter pilots and stuff, because I can pass the crap off as static interference...
