At least try and code it before coming yelling to us to help you. If you tried to code it before just making a general post like this, then you can relay your problems with coding them to us.

triple posts aren't usually allowed, theres an edit button by the quote button for a reason. Anyhow, Hard points, copy a hard point or two and edit them to your ship, aka fire rate, projectiles fired, health, break offs and most importantly bones. To find the bones on your ships model, you need to use the aloviewer, which a link can be found for in the thread titled Empire at war modding tools or something like that.

MTD Editor is what you need, you can open and extract the MT_commandbar.mtd file with that. That file contains all of the icons used by the game. You'll need some program to edit TGA files, if you want to edit icons, because they have an alpha channel. I used TGA Editor and Paint Shop Pro to edit and create new ones. For importing new icons to the game you'll need MTD editor again. about hardpoints, open hardpoints.xml with some editor (I used XMLPad) and you can find answers there for all of your questions :) other: try not to write any sentences to a new post :)
