I am having an issue with my personal build. I have a GC which is suppose to begin at Tech 1 but instead wants to begin at the max tech level. This is a problem with the Rebel Alliance (So they are suppose to begin at Tech 0, but instead begin at Tech 5). The Empire is working fine and I have looked at everything to resolve this issue. Can anyone hazard a guess as to the possible cause of this that I am not seeing. I have looked at my story scripts and everything seems to be good. I have also looked at my XMLs and they also seem to be good. Any help would be appreciated.

I honestly wouldn't know what causes this besides some special coding in the GC... hmmm... try making sure these are set properly
