The units you start out with on any piracy mission are in the maps themselves. The xmls only hold the scripts containing objectives and conditions of what audio to play and when to play it.

Look at the planets.xml, look at the planet of the piracy mission you want to change. It has an xml tag line about required units for mission, you can edit that. Then open the mission map in the map editor, then make your changes to units reflect what you did in the planets.xml. Lastly you'll have to open up the .lua file for that mission, and search for the name of the units involved in the mission as well.

^ yea that, the units are spawned in the map but the lua script determines which units will spawn depending on the faction holding the planet.

Actually, when it comes to corruption tactical maps, the units are placed on the map, but the .lua script controls certain aspects of the mission. If you change the units in the planets.xml, and not update the .lua, it will not be able to determine victory, among other .lua controlled victory parameters. Like kidnapping(intimidation) missions when you capture the objective he is controlled by .lua to make him follow your units.

Look at the planets.xml, look for the planet of the corruption mission you want to edit, then look at the corruption mission information. That should tell you which xml, lua, and map, you'll need to edit.
