ok, first off i am not new to modeling or rigging. ive been doing it for a rather long time. but this particular problem i have never encountered before and i do not know what is wrong.

anyone know what the problem is and how to go about fixing it?
i found a workaround for it, but the problem still exists with the meshbumpcolorize.fxo. ive managed to get the desired look with Meshbumpreflectcolorize.fxo
Does it show up like that ingame too?
I mean, that's the only thing that really matters, right?
Check out your alpha layer, I think it might be there.

1Open up the alpha layer on the bump map 2 fill it with black
Also, try looking at bump map alpha layers on different models.
Edit: Look at the SWGBEX tutorials, he also mentions this.
just set the shinniness in the material editor to 0.0 for the texture .. that should be much better then.
is it better now ?
