The FOC .lua files that came with the editor were decompiled, and the story .lua from EAW work if called upon in FOC. Whipstersh, The ones you can't open are compiled, look in the mods\source files in both FOC, and EAW for the available decompiled ones. I will then modify them to use with campaigns, objects, and maps.

Doesn't FoC have it's own Lua language?

Well, I believe EAW & FOC have their own version of .lua, not quite sure how to explain it, but Mike Nl program converts .lua to .lup. But I can tell you the EAW .lua files work in FOC. I ported an Empire Campaign map, and corresponding .lua file, into FOC and it worked.

How about learning to write your own..

I've done a little Perl, and C++, but before EAW never looked into .lua. I basically learned .lua from reading thru the EAW .lua files, and was able to create my own. Though I can't say I'm fluent, I can get it to do what I need to. Would you recommend learning the whole language?
