is there any way to convert a .surf model file into a .glm file. or to get a .surf file to work in single player.

If you mean is there way to make the .surf file more effeciant so that model parts dont keep showing up unexpectantly then yes you can but not by intergrating it into a .glm, that would be impossible!

Basically all you need to do is open up the .skin file for the model you want surf'd correctly and surf off the parts in there.

For example if you want to turn off the hair of say the leela_civ model find the relevent file path in the .skin

hair,models/players/leela_civ/hair.tga

and modify it to this

hair,*off

do this to all the parts you want to turn off and it will make the surfing far more efficiant!
