Are they saved as baseline JPGs, and not progressive JPGs?

progressive is when it takes scans of the image, if your using photoshop, when you save, you have two baselines, a baseline standard, a baseline optimized, and a progressive. Save it as a Standard. Also, if your folder has any spaces in its name, replace those with underscores ( _ ) Hope this helped any. ^::^

No. With the GIMP, just open up the advanced image options and tell it "force baseline JPG". There's an option like that somewhere.
