It depends on what you want to make.

You can get a lot done with the gimp, pakscape and gtkradiant (peferably 1.5) alone. If you want to model things you'll need a modeling tool.

Correct me if I'm wrong, but you shouldn't need Visual C to make a mod. I'm not the expert modder on JK2, but I do know a few programs that get the job done. I won't post external links because the admins probably would frown on that, so just google for yourself... 1: Pakscape. You can use WinZIP/WinRAR to open up .pk3 files, but I much prefer Pakscape for the job because it is so simple. From here you can do whatever you want to with the image files and such. 2: GMax/3DS Max. (Yes, GMax IS still around, for those who might say otherwise) with a couple plugins, these programs are quite capable to import and export .md3 files for making your own weapons or lightsabers or whatever. 3: GIMP/Photoshop/etc. A good image manipulation program is essential for textures...MSPaint just doesn't cut it. 4: JKRadiant. The only JK2 map editor I know of... I'd also point you to the 'master sticky' on this forum...links and info for modding of all types is right there. Hope this helps ;)
