Milkshape 3d (Free 30 days trial) Lightray (forever, but you have to buy it to export your models) Maya (it is limited from the full version) Those are Shareware. PS: I forget the webs, try looking at them in Yahoo or something.

Your best bet for player modelling is probably 3DS Max. Gmax is a free version of 3DS Max, but to the best of my knowledge it can not export to XSI (which you need to create a player model.) Milkshape 3D also can not export to XSI, though it is a good program for modelling weapons. Apparently there's a free utility from softimage|XSI. I don't know anything about it, but you might want to look around the JA forums for more information on that.

For playermodels you need to export them to XSI then compile them to GLM with carcass. Most modelling programs are unable to export to XSI.

First of all, I hope you know the difference between a skin and a model. If you're trying to edit a skin, you don't need to import it. If you're trying to edit a model, then you need to import it. However I don't suggest editing other peoples' models, especially not with their permission. I really don't know that much about milkshape. You'd have to ask someone who was proficient in it.
