To dramaticly increase the look of a map I figure it would be best to have a texture give out its own light instead of sticking a light-entity infront of it. But after hours of frustrated searching I'm still clueless as to how it is achived. .. I suspect it involves shaders, but every fumble attempt I did at tinkering with a textures shaderfile are still without result. So uhm.. help?

Yup, shaders is what you want. I believe what you're looking for is a 'lightmap' or something ;) lol sorry I haven't looked at shaders in a loooong time. I'm going to have you see this manual: http://www.qeradiant.com/manual/Q3AShader_Manual/index.htm It was originally created for Quake III, but since it's using the same engine it will work for JK2 :) Best bet would be to read through the whole manual.. read it again if you have to.. shaders can be a great tool in any Q3 engine game so really you might find it useful for another map if not this one :D
