Check the destination directory. It should be something like C:\Program Files\LucasArts\Star Wars JK II Jedi Outcast, if you didn't change the default installation path. If there are any files and/or folders there that belong to Jedi Outcast, delete them.

Now, go to StartRun, type RegEdit and click OK to open a Registry editor. Look under HKEY_LOCAL_MACHINESOFTWARELucasArts Entertainment Company LLC. Look for Jedi Outcast related entries and delete them, but be careful not to delete anything else by accident.

Check also under HKEY_CURRENT_USERSoftware, but there shouldn't be anything relevant there. If there is, delete it. Once again, be careful not to delete anything else by accident. If you have some other LucasArts games installed, don't touch anything related to them. Focus on Jedi Outcast entries only.

Once you're done, close the Registry editor, reboot your computer and try installing the game again.

Check your installation disc for dirt and/or any indications of physical damage, like scratches. Clean it with something soft to remove dust, fingerprints, etc. from it. Make sure it's spotless and try again.
