It really depends what your plans are..

MilkShape in my opinion is a great program! It's meant for low poly modelling which is cool for 3d games.. it has support for "most" popular games and gets updated often. It's also cheap ($25 or so) and it's a good beginner type program. (Though you can try Gmax, it's like MilkShape though I don't believe it has all the features, etc. not too sure about it)

If you're looking for something far more powerful, and if you REALLY want to get into 3d modelling, then 3DS Max is what you want. It's very expensive though and from the quick look over I saw it seems quite complicated.. but I suppose if you have the right tutorials or something you'll be able to manage it.

The top of the line 3D programs would be stuff like SoftImage, Maya, etc. these are prreettty expensive too.. game developers use these programs for their games. (Raven used SoftImage|XSI for JK2 and SOF2 and I believe they will use it for Q4 as well)

So yup, depends on how much you want to spend, and how detailed you want to get into 3d modelling, and what you want to make models for :D
