Regarding servers, If you're in the UK: http://www.jolt.co.uk If you're in the US: http://artofwarcentral.com Those are probably the cheapest places you can hire servers from, and if you want a server capable of hosting more than 6 people, home hosting is a bad idea.

EDIT:

Lord MortoThe rank will be known as [S]-Scout. This means the person will go to other servers and find worthy people for our clan and forward them on to our Forums/Site and then to the Server.

You recruit from other servers? I imagine most clans will ban you on sight if they catch you doing that, and the admins on most public servers likely will too.

I don't know how, and I don't know why, but this is totally Sheep's fault.

Oh no, most of the servers wont say a thing about it. Unless it a clan server, or there is a visible rule against it, its fine to recruit.

A lot of public servers out there rule out all clan activity completely. Like the JA+ official servers, last time I checked the rules for it were no clan matches, no clan recruiting no... Well, you get the idea. Jolt Public servers seem to follow the same rules too. And I know Wireplay definitely do. But policies change and I don't always keep up with them, so yeah, I guess it could have changed.
