To edit the game .DLLs to modify the actual code to allow for faster rates of fire, or increase vehicle extensions. Have you tried GOOGLING it? i'm sure theres one out there

Also, the SDK that RavenSoft provided on JK3Files tends to help.

I'll try not to sound harsh. Decoding gameplay .dll files is impossible, even if you manage to reverse engineer the binary data COMPILED into a .dll, it's illegal. But I seriously doubt you considered doing reverse engineering since you actually asked something ridiculous. The only way you can COMPILE new gameplay .dll files is using the MP code included on the JA SDK and a C compiler (cause JA wasn't even written in C++). You can get Microsoft's Visual Studio 2005 for free at Microsoft's website. Disclaimer: You can only modify multiplayer gameplay.

ResourceHacker. Google "Reshack" and you should get it. I'm not sure whether this is legal or not, if it is a Mod can delete this post.
