I can't seem to find any tutorials on it, so I'll ask here:

How do you edit the effects/damages of force powers? I want to tweak things so Level 3 Force Powers give better bonuses and some extra bonuses compared to what they do now - how do I go about doing this?

I think it is hard coded, because if it were simple script file edits, there would be a ton of 'super force!' mods on JK3files.

Yeah, I think it's hardcoded... Then again, mods like ja+ edit saber damages......

You can edit saber damage in baseJKA too.

G_saberdamagescale 999

and

g_saberwalldamagescale 999

That'll make the saber damage people real fast.

Yeah, I'm aware  Blue + dark rage (or speed) like that = epic lulz. But I meant that, if you can mod the saber damage, it might be equally possible to mod the force damage.... Maybe.

Force powers are pretty much hardcoded. If they weren't, I would've duplicated grip a long time ago and removed the damage from the copy, giving it a sort of telekinesis effect without the obligatory killing of the target.

JA+'s saber damage modification isn't a JA+ feature at all. It's just basic .sab file editing, which you can do without any mods whatsoever.

I don't know how, and I don't know why, but this is totally Sheep's fault.

But isn't it possible to edit anything about force powers? Like the height of a force jump, or the knockback of a force push (but not g_knockback), or the duration of speed? Or is it possible to affect the ranges of things, like the spread of force lightning/drain or the area affect of push/pull? Damages really aren't the issue, I guess, but something like the effects I described above...?

*edit*

Oh yes, and is it possible to create an "undying" situation, where you are (1) still vulnerable to damage/death and (2) cannot have/use any force powers other than the core ones required to complete the game?

No. There are only two things that I'm aware you can change, and thats the effect for lightning and/or heal and mindtrick, and you can edit the sounds. But even this is limited. Some powers can not be changed cosmetically without messing with gfx (most notably grip) or animations.
