I'd like to know how to make a surface glow, (eg a window), instead of dull dark windows that go with nothing but the maps light

You need 2 textures.

One is your normal texture, and the other should be completely black with colored glows in the areas where you want the texture to glow. Both can be jpg.

example shader: In this one the texture itself will be full bright due to the q3map_nolightmap line. If you want the window lit by world light AND glow you need to add a lightmap stage and remove the nolightmap command.
