I have never done any modelling before, mainly skinning, but for my new skinpack I want to add robes and capes to certain models, and was wondering how I could do that, if at all, and how hard it is.

You need to edit the model, add the robe, re-add the skeleton, and re-weight/re-rig the model and export. There are modelling tutorials in the tutorials/tools thread that explain weighting and rigging.

So I'd do this with like Milkshape or 3DMax or something, or is there a specific program I can get for JA modeling

You can not do it with milkshape. Currently the only programs you're guaranteed able to do it with are 3DSMax and XSI|ModTools.

The Mod Tools being the only free alternative to player modelling.
