Well, that depends on if you want something like a model or effect, or a map. if its a map you want, download GTKradiant.

You can't make a real mod, as in with changed code.. Since there's no SP SDK.. There's a rumor Raven is going to release the SP code though.. But it's just a rumor..

You can however change models / maps / effects and stuff like that..

Ho... You have lofty ideas for modding. "Mod" comes from the word "modification" or "modify" as far as I know, and even the Hello Kitty console background I downloaded is a proper mod, then. You know, even with the source code you could change a really tiny thing, like make the blaster rifle do 1 point more damage. You think that's a greater mod than for example building a whole SP campaign with a few new levels, a ton of new models, effects, music, voice acting, new menu layouts and graphics, etc. simply because giving the blaster a tiny bit more damage requires the source code?

Give me a break.
