A well-oiled toaster oven

Okay, today I made an effect that should die on impact and play a new effect when it dies that way, but it won't die. It just goes straight through the ground. Are there any known reasons why this would happen, such as it won't die on detail brushes or terrain brushes?
I've got the two boxes checked in the physics tab in EffectsEd, and I read the efx file in Notepad to make sure they were there, and the effect dies in the simulation window, so I can't find a reason why it wouldn't die. I do have a high downward movement set (-1500 velocity, -1000 gravity), if that makes a difference.
The Master Sticky turned up nada on effects in general, and searching yielded no relative results.
