Im about to learn how to model, but which program do i use i keep hearing about 3ds max and MAya, so which one do i use which is better to use and does any one know of a link where i can download one of these programs ?

You know that thread that's always at the top of the page that says "Tutorials and tools"? No? Nevermind...
I dunno, 3ds max was like the industry standard back in like the late 90's, then Maya was pretty big but people hated it after Autodesk bought it and changed it so much. You can try gmax but you'll only get weapons in game, the program also hasn't been supported in like nearly a decade. This community is weird, its so far behind on whats being used for video games now a days.
I want to model not just for jka, but also for other games like gta sa, and so far ive been unsuccessful in finding a download for 3ds max, so this xsi mod tool can that help me, can it create models, weapons and vehicles ? is it better or as good as 3ds max 7 ?

3DS Max is not free software. You need to purchase a license in order to use it.
XSI Mod Tool is easily hands down the best freeware program out there, widely used and still being updated. The only problem with JA modding is that it doesn't have an .md3 exporter for things like weapons and map objects but characters and vehicles work via the .xsi exporter. There probably isn't anyone here who can tell you whether the program works with GTA:SA, depends on what format the games compiler needs.
