Well you could if you got jedi costumization plus and made alot of npc changes i think but that would probably take a long time and would need permission.

HapSlash's Anakin and Obi-Wan have robed versions, SPANKI's Sith Customization has robed versions. There are plenty of mods with robed versions of the PC. But for what you're asking with all characters robed, no.
