Ok, I looked on the mega sticky and got this tutorial on shaders for skinning.
Yes I know its made for quake, but quake and JKA are same game engines so it shouldve worked.
I went through, downloaded Q3ASE and followed the steps to the letter. When I tested my skin, it looked like a normal skin, sure the lines that were suppose to glow were there, but not glowing.
Does anyone else have a JKA Tutorial for making shaders fors skins? Cause I really need 1 and if Q3ASE is the wrong program to use, please send me a link for a better one or tell me what its called so I can google it.

Maybe you do not have Dynamic glow on or it is not supported by your video card.
Go into options then more video. You should see it. If not, you do not have a card capable of using Dynamic Glow.
i went into the game, and at the main menu i went to setup > More Video and found dynamic glowing and it was off, i turned it on, and then i went to test my skin to see the glowing, and it wasnt working still so from in-game i went to setup > more video and dyamic glowing wasnt an option anymore.
so does this mean my GFX card doesnt support it?
lol its only in main menu you can turn it on. p.s: your computer might not have drivers to have glow on p.s.s: do r_dynamicglow 1 ingame and it should be turned on ingame

Yeah thats what i do, and then, r_dynamicglow 0 to turn it off.
