i opened the weapons.dat, and i cant find the place where you modify the damage each shot does with a weapon.

Am i being blind, or is it not there?

It's not in weapons.dat. You can't change it from that file. I believe it's hard-coded.

Ive seen a saber before that had double damage. should i look in that file to find it?

You could try. Try getting a mod that changes saber damages, and poke about inside it.

Although, it may be in the .DLL files.

How do i open/read a .dll?

I think (Not sure) that .DLL files are code files. I am not sure what can open them.

First of all, sabers damage can be changed with the .sab file. Only sabers damages can be chamged easily because of this. Next, dll files are unopenable. They are ment to be. If you want to play around with whats inside, you need to go download the SDK from the website. You will also need a fair amount of C++ knowledge and a coding program of some sort.
