I'm trying to get this ent to work in sp, however it doesn't appear in the drop down list. Help?

Well, I'm trying to implement highly game-intensive graphics and effects, rain was on my list to do. I'm trying to make a realistic rain effect. What it would do is create a rain splash effect in a random space within the trigger_lightningstrike within a few ms of each other.
Is there another way to create this effect without going ent-overboard?
I suppose an fx_runner with some ICARUS to manage it?
