Is it possible to have a flamethrower effect triggered on by a player pasing by it? eg a fire trap...if so how would i do it so it turns off after about 3-5 seconds.

Do you want the flame effect to hurt the player? Or just be some kind of holographic flame?
Make a trigger_multiple where you want the flame trigger to be, then make a fx_runner set up to your flame thrower effect pointing where you want it. Tick the toggle box on the fx_runner. Now create a target_delay and link the trigger_multiple to the fx_runner and the target_delay. Then target the target_delay to the fx_runner.
The values on the target_delay and trigger can be adjusted to your liking.
If you want the flame to cause damage simply create a trigger_hurt that's triggered at the same time as the fx_runner.
