First of all: Say I have a cylinder in radiat, and I want to clip one of the panels on it's sides out; to make a doorway or something. How do I do that? And also, instead of ramps or stairs, how do I make gradual, curving slopes like a road or a river?

Make the cylinder

Then make a brush near it. (shot 1) Change it to patch mesh using curves > simple patch mesh (3x3) (shot2)

Hit V and drag vertexes so it will make curve (shot3)
