Whats the diffrence between dedicated and non deadicated servers. Does one mean it takes your whole computer for it. Does one mean you can't join it? What is the diff?

Dedicated will have less lag, non dedicated will have more.

You can use your machine to host a server, that would be non-dedicated.

Or you can pay for some dedicated server space. There are various sites that will host for you. A better connection, much less lag.

As addition to that, the dedicated server executeable is more stable then the engines server :)

Plus if you run dedicated, you don't have to be playing JK3 while your server is up. :) (Although the server will use up a pretty fancy slice of system resources (RAM)...)

I don't know how, and I don't know why, but this is totally Sheep's fault.
