The MAIN KOTOR TOOL site, the link you provided above, has been going off and on for a few weeks now. Most people can't get on. Thus, they can't download it. Now, go away till you learn how to read properly. Thanks, goodbye.
oh really click on the link if it's not working for you,you must have a really bad computer,have alot of cookies or need to refresh because it's not down for me and I run a 5 year old Microsoft XP

The linked-to site has been working all day today, as far as I'm aware, and as of this moment the download for the KotOR Tool EXE installer is currently functional.
I also recommend you remove your file from FileFront. KotOR modders do not like to have their work remotely hosted without their permission.
