What kinds of programs do you need to download the mods?

Uhm... well... Firefox, InternetExplorer... no, honestly. What is the problem you have? If you cannot open the files after you downloaded them you maybe don't have WinRAR installed... you can download a free "trial-version" of that program (can open compressed files like in .rar and so on). If the download doesn't even start, then I cannot help on that one...

ok I have winRar but I really do not know what to do when I get the file downloaded onto it.

Just right click, extract the files, and copy them to the right folder (usually it's Override, sometimes Modules). There should be instructions in the mod's readme.
