Does anyone know how to talk to Anda in the merchant area when shes not "busy"? Do I have to have a specific item or quest to talk to her? Also, what does she talk about? was she a cut side-quest from the game or something?

You need to express support for Vaklu over Talia.

She gives you a job to eliminate captains in the Merchant Quarter loyal to Talia
She's a fully active character, just specific to Vaklu-supporters.
