Hello,

Files with the *.rar and *.zip extensions are compressed files. Windows 7 has an unpack feature by default - right click the file, and select 'Extract All...'. If you do not use Windows 7 (or if the aforementioned method proves to cause issues), you're recommended to use an application named 7zip. The application is quite self-explanatory once you use it.

Once extracted all necessary files, you can execute them. The thread author has linked several items of interest - all of these make use of the TSL Patcher.

The reason why this issue is caused is because the High Level Force Powers modification should be installed after having installed all modifications that create, use, or alter force powers (mostly due to *.2da compatibility). Also make sure none of the other modifications use NCS scripts or TGA icons that are identically named as the ones used by said modification.

7zip is infinitely more awesome than WinRAR.

I agree wholeheartedly. 7zip exceeds expectations wherever found. WinRar on the contrary... :o

That's correct; the ReadMe of the HLFP modification.
