The two are (loosely) based around each other. GW has never stated whether the 40k world is the same world as Fantasy, but millenia into the future. They must surely be set in the same universe, that is almost a given. So many things are identical, such as the Chaos Gods, the Old Ones, Khaine, etc.

Yes, many have said that warhammer and 40k are so much alike. Hell, warhammer came out before 40k did, so the guys at game workshop had to get their ideas from somewhere. I read somewhere that originally warhammer fantasy and warhammer 40,000 were based in the same dimension (warhammer fantasy was a planet in the eye of terror for 40k fans and 40k was a galaxy locked away in a jar (think the ending of Men in Black) in some tower for the fantasy fans), but they decided to seperate the two later. As for the ideas for 40k. All ideas are inspired from somewhere. For it is very difficult to come up with a new and fresh idea that does not borrow from others. Much can be said that 40k took it's ideas from stories such as Starship Troopers, Dune, Alien, etc. Also myths, religions, and gods such as Nortic myths, Greek gods, Shintoism(spelling?), etcs. But also taken its ideas from real life also such as the Caste system, World War 2, the Spanish Inquistion, etc. Fact is, it is very difficult to come up with a new, out of this world idea, for most of the ideas have been already taken. Rather it is just plain easier to take a some else's idea and modify it. So as we continue to track down this slow moving road called life, expect to see another "Starcraft or whatever" and expect to see the outcry of "this copied that" for everyone as everyone had to get there ideas from somewhere. For even warhammer copied from someone else. Example: Starcraft copied from Warhammer 40k, which copied from Warhammer fantasy, Which copied off of Lord of the Rings, Which copied off of someone else, and they copied off of some old myth, which was passed down from some guy that was bored and came up with a great story to tell to his children, and the list goes on and on. You get the point.

Here is some material on the source material for 40k debate. http://forums.relicnews.com/showthread.php?t=121949 Enjoy!
