Well the title says it all. I have a 200 watt ATX PSU and I'm looking to upgrade to a very cheap budget mobo. The cheapest one I could find on newegg is a Micro ATX mobo. The question I have is will an ATX PSU work with a Micro ATX mobo?

I don't see why not...

Unless the main MB connector is a 24-pin and the PSU has a 20-pin( rare now-a-days ) or vice versa.

Micro ATX MB's are just shrunken down ATX ones ( normal ATX is 12" long, micro ATX is < that )

mATX is electrically identical to ATX, just smaller. At most, you'd need an adapter for one or both plugs.

Okay, I see. Well, thank you. I've gone ahead and searched newegg. I'm planning on building another computer and that is why I asked. The case I found has a 400 watt mATX PSU so the ATX one I had is gonna get donated to my computer engineering class.
