Host them somewhere (such as the gallery or on imageshack), then insert the image code for the smiley you want.

no i want to make new smileys like from scratct so that i don't always have to use the plain :) :( :p :r sorta smileys i don't have any way to make them i need something to make them like a special program I CAN'T DRAW! i neeed to animate them too.

You can use any image editor... Gimp is a free one, I hear it's good... I don't know if gimp does animations, but if it does, make the animation and save it as a .gif Then post it to photobucket or something. Then use the image tag to post it...

GIMP is very powerful but also very difficult to use.

For basic smilies, to be honest you could almost just use Paint which comes with Windows. If you want something a bit better (but nowhere near as complex as the GIMP) then try Paint.NET - Free Photo Editing Software for Windows
