Depends on the context. Could be a corrupt ZIP archive, could be a sign of your disk drive going down the pan.

Specifics would help.

I swapped a hard drive from my old computer to the new one, but a few of the files can't be copied or accessed. It just gives me that error.

Sounds like a dying HDD. Another possibility is that an IDE or SATA cable may have worked itself loose - check your connections.
