I am wondering about free File Compressor and Decompressor Programs. I want to make sure I am using the best one. I am currently using WinRar, but if there is a better one, I request it can:

  • Compress and Decompress Zip Files
  • Compress and Decompress Rar Files

Anything better?

You won't find anything to compress RAR files except WinRAR or other programs by the same author, for it's a proprietary format and he doesn't allow anyone else to do it. Also, WinRAR is not free, just in case you'd have a doubt about it. However, there is better than RAR format for compression ratio. 7-zip for example performs better most of the time if you use the right settings.

I'd advise you to have a look at this thread.

It might as well be. You can use the trial version forever.

winrar 7zip - opens rar a few others

To be honest just about every newer decompressor (with the exclusiveness of winzip - is it even produced anymore?) reads and writes to rar.

You can technically, but it's illegal according to the license.

How come the message only appears after your 40 days are up, and you can just click close and keep using it then?

Because the author didn't want to make it annoying, and trusts you will behave like a trustworthy user ? The message itself is pretty much self-explanatory anyway, I can't see any reason to ask such questions. (I believe it's even explained in the very program's Help/FAQ ^^ )
