If anyone knows if this is my sucky card or is it some related issue. it MIGHT be because you type in all blue. It also might be that the fx5200 is old and not a very good card....
It's your card, trust me, 5200's suck. I have a 2.8Ghz Pentium 4, 1GB DDR400 RAM, and a 5200 and i can play BF1942 pretty good (around 40-60fps) but Vietnam is like a slideshow sometimes at high settings. I would start looking for a new card.
I got decent frame rates in BF1942, with a 600mhz Pentium III, and a Geforce 4 Mx440 64mb. The FX 5200 is a step above that.
It sounds like there is another serious problem. That Celeron may not be a quality processor, but it should be able to handle Half-Life 2, and Battlefield 1942. Same goes for the Geforce 5200. The Geforce x200 designation, is basically a newer card, that runs at the speed of an older card. Since the FX cards were so slow, that would probably be a Ti 4200, or Geforce 4 Mx 4000 128mb.
The only thing in that list, that I would suspect, is Service Pack 2. It has been known to cause slowdown in games from time to time.
Other issues are the ones not mentioned. Spyware, Ad-Ware, Yahoo Messenger, WeatherBug, Norton AV, WindowBlinds, or anything else that runs all the time, and sits in the system tray.
Make sure only your firewall, and other absolutely needed apps are running. Get another Anti-Virus, other than Norton, or McAfee. Norton is the slowest AV, and if your PC is already slow, it doesn't help any. McAfee just is a poor choice.
Run Spybot Search & Destroy, and/or another spyware utility. Then Lavasoft's Ad-Aware SE. Then BitDefender, or Trend Micro, or AVG, or Norton. Make sure they are all up-to-date.
Then make sure all your drivers, are either up-to-date, or one of the best performing versions. Try using the Omega nVidia drivers (older driver), or the Tech Connect, or DNA nVidia drivers (newer drivers). Check your sound card, and try adjusting the buffer settings, and adjust the sound hardware acceleration.
There are known issues in Battlefield 1942, with Hardware Accelerated Sound.
Then test your RAM, for bad, or conflicting memory. Then check to see if your computer, or Geforce card is getting to hot.

i have the 5200 FX too, and i got medium settings on Doom III and H-L 2.
the celeron is like a 1.5ghz p4. Not good for Hl2 and CS:S Test your ram, virus scan, scan for crapware, and remove service pack 2!
yeah the Fx5200 is a bad card... i wouldnt rule out Overheating either mind you
I currently have a 5200FX bought it 2 years ago(or 3). I have to play Battlefield Vietnam in real low graphics settings and still got mouse lag. :( BF1942 works great though, except for Forgotten Hope mod.
I'm gonna get a new Computer soon, 1024MB of RAM and a GeForce6600 256MB That's all the details the computer shop has given me. I'll find out soon enough the full specifications of my new comp.
I certinly Dont have any Ad-ware spyware virus infections, Ill check on the service pack 2 conflict, and i will concider selling my card to get a new one.Either this is a serious problem going on, but all my drivers are up to date. If i was to get a new Prosessor would i have to get a new chip or a new mother board if its celeron i need to get p4 or AMD.
