Why do you want/need to turn it off? What's wrong with it?

If I recall correctly, TrueVector is a part of ZA which must have been left behind when you uninstalled it. Have a look on their support forums and maybe you can find a solution

Sygate, or Kerio are good firewalls.

To shutdown TrueVector, I've always right-clicked on "My Computer", and clicked "Manage". Then "Services". In the services section I just right-clicked and stopped the TrueVector service.

ZoneAlarm was doing the same thing to me too, i had to uninstall it, and when i try to reinstall it spits out a error about TrueVector. And for me, TrueVector does not show up as a service.

Right now i'm using Kerio, it seems like a pretty good firewall for the week i've been using it.
