Splinter Cell Freak!

Whenever I start My comp it starts to load windows xp, then comes up with a message saying that windows couldn't start and it could be do to a recent hardware change, and it has 5 options, start windows normal, safe mode, safe mode with networking, safe mode with command console and last known good configuration. Ive tried all the options and windows starts to load again, the loading bar goes across once and half way the next then it flashes blue for a sec with some words, but its so fast i cant see what it says. And after that it ends back at the same screen. I would be VERY Grateful for any help. My system specs are a P4 3.0ghz HT Processor, ATI X700 Pro 256 mb GDRR3, 1gb dual channel pc2700 ram and a 120gb hard drive.

You shouldn't just resort to Re-Formatting straight away. You have to try and single out problems, etc.
First of all. Have you installed any new hardware, Software, or made any new changes to your PC before this happened?
