Not gonna happen mate, £1000 will buy you around 1.86GHz, 512mb RAM, GeForce 6200 Go (which isn't exactly stunning) and 100gb. Now, that's a Sony, so knock off a couple of hundred quid and you could maybe get a similar spec from a cheaper company like Acer, Toshiba or someone like that. But that's still a long way off.
£500 will get you something like these:

And notice that it's a hell of a long way off of your specifications. And they're all about the same spec level, basically what I'm saying is you'll be lucky to get more than that for £500. The other option is eBay, or maybe try and find open-box, liquidation or refurbished stock. But you're not going to make massive savings or anything.
you'll have to be prepared to spend over £500 for a decent laptop.. trust me.. before i bought this laptop i looked for the cheapest prices and compared brands etc. for over 2 months..

This is the closest thing I found, and it is about £170 over your price range, and is only a 1.8ghz. ACER Turion 64 laptop -Radeon X700 -£599
Unless you don't care if it has awfull Intel, or SIS integrated graphics. There again, a persons oppion of what is considered "Good", depends on what they are used to. Maybe all he needs is 3D capabilities...
