Does an increase in voltage help the RAM's ability to overclock without going unstable?

yes, but also causes more heat

Get a PSU with more power, you can overclock or get faster hardware and your computer wont go loopy. But you also better think about sticking either a few more fans or water cooling depending how much you want to up the clock speed. And i would make sure you know what your doing too, before you end up setting your dog innocently licking itself near your system, on fire. :p
