How do I set up Windows XP SP2 to make a user that can't interfere with any other users, and does not already have programs on it from the main user.

Well, create a new account that isn't administrator level.

But as for limiting what apps they have acess to, I'm not as certian.

You can make it so that they can only see certain programs on the Start menu, but there's nothing to stop them going into Program Files and running programs from there. As for not interfering with other users, you can make a limited account that cannot access other user's files (which an Admin account can); but you do need all users to have a password, otherwise Windows doesn't make their files private - it defies the point if there's no password.
