Do you guys know of any utilities that monitor not just how much data goes from the internet to my system, but also which programs/downloads that data is going to, and provides a meter for each program?

Orion Network Performance Monitor is a good one. You can download it for free but you will be forced to buy after a certain period of time (it costs $2475). What you basically need is a packet sniffer. Ethereal is free and is the most used application of it's type in the world but if you are not familiar with it's use, it is less user friendly compared to the former IMO.

I'm going to try Ethereal, Orion seems both too large and too expensive for something like this.

Yeah, that's what I thought. And then I thought, maybe he's got the number wrong. And then i went to the website, and I thought, Holy shit.

For me, Ethereal doesn't work (Windows says the executable is corrupted, so I'm using Wireshark. I don't know...I sort of meant something graphical. Sort of like the Networking pane under the Task Manager, but more specific.

That is in the FAQ's on Ethereal's website - apparantly it happens often. They recommend downloading it via ftp and command line...like I said, not very user friendly. The newer versions of Ethereal includes a GUI but still, it is nowhere near as easy to use as Orion. I recommended Orion thinking that you may only need it for a short while to test your system (use it for the trial period and then get rid of it). If only it didn't cost as much as a whole server rack... Sorry I couldn't be of more help.
