wlewarski1need to slow it down help?

If you slow it down then it'll overheat your computer and it's a firerisk. Don't do it. The fan shouldn't be making too much noise if you've not fucked around with it, either way, if its making a loud buzzing noise, its possible one of your fan blades have been torn off or cracked. You can get a new one for like £5 ($10). And as for your second question, I couldn't honesly read what you'd tried to type / ask. Can you re-word it more carefully? :)

Its very likely that the motor of the fan is damaged. I wouldn't know how. Just change the fan. Everything would be alright. Don't mes with your BIOS. I strongly feel that the motor is damaged, get a new fan. Mine costed 75/- which is about $2.

Just buy a new or preferably better fan and replace that old one.
